Does ELO give you information beyond a recent match or set win-rate percentage? I guess it's meant to differentiate two people who have won the same amount of games, but one has played stronger players overall?

That's one of its important characteristics yes, the idea when Elo was devised was to create a measure of relative performance that could predict outcomes.
Each time it updates, it calculates how it thinks you should have performed based on your rating and your opponents rating, then it corrects the scores based on the outcome.
The traditional simple model takes the same amount away from the loser as it adds to the winner, the more unlikely the win/loss the more points you gain/lose
